The General Management or the Board of Directors, as applicable, shall analyze the complaint and may reject outright and order the archival of those that are evidently inadmissible or that do not merit the opening of a disciplinary procedure, for which it may rely on the advice of the Legal Directorate.
Once the complaint is admitted, the General Management or the Board of Directors, as applicable, may appoint an investigating body to determine whether there is merit for the initiation of an administrative procedure.
