The purpose of this regulation is to regulate, within the sphere of municipal competence, the use and care of public spaces called parks and green zones in the canton of Esparza.
Article 2—Definitions.
- 1)Park: Site for public use utilized for various activities.
- 2)Urban Furniture (Mobiliario Urbano): Accessories installed in the park for the enjoyment of visitors.
- 3)Kiosks (Kioscos): Architectural infrastructure located in the main parks.
- 4)Mayor's Office (Alcaldía Municipal): The highest-ranking administrative body, which holds the status of head of the departments, supervises, organizes, and coordinates the functioning of the Municipality.
- 5)Waste (Residuo): Solid, semi-solid, liquid, or gaseous material that its generator or possessor must or needs to dispose of, and which can or must be valorized or treated responsibly or, failing that, managed by appropriate final disposal systems.
- 6)Municipal Council (Concejo Municipal): The highest body of the Municipality, which is composed of a deliberative body made up of councilors (regidores) and district trustees (síndicos).
- 7)Users (Usuarias): For the purposes of the provision of services regulated herein, any natural or legal person who is affected by or benefits from the services has the category of user.
- 8)Green Zones (Zonas Verdes): A place conditioned with grass, flowers, trees, and urban furniture (mobiliario urbano) intended for recreational use by individuals.
- 1)Gardens.
- 2)Children's playgrounds.
- 3)Communal lots (Under municipal administration) 4) Forest reserve zones 5) Leisure zones (Zonas de esparcimiento).
- 9)Nuisances (Molestias): Causing a loss of tranquility or disturbing the users of the park.
