For the purposes and application of the present regulation, as well as for the procedures —internal and external— carried out before the Department of Public Services in charge of the municipal aqueduct, the following terms of reference shall be taken into account as relevant concepts to the matter:
1. Subscriber: The natural or legal person who is the legitimate owner of the property, lot, affiliate, or building of any nature, to whom the drinking water service will be provided, according to the data consulted in the National Registry.
2. Municipalidad: Municipalidad de Zarcero.
3. Services Platform: Office at the municipal headquarters where all procedures related to the aqueduct and other services must be carried out.
4. Drinking water: Treated water that complies with the provisions of recommended or maximum permissible aesthetic, organoleptic, physical, chemical, biological, and microbiological values, established in the guidelines and regulations issued by the competent authorities.
5. High consumption: That which exceeds the monthly consumption by 50% or more of its average monthly consumption (determined over the last 6 months of consumption), according to the use and water consumption education of each subscriber.
6. Quality of service: Refers to the fact that the drinking water service must meet the attributes of water quality, sufficient quantity, and continuity.
7. Flow rate: Volume of liquid that passes through a section of a pipe per unit of time.
8. Billing cycle: Cycle in which the Municipalidad permanently bills its subscribers for the value of the services provided.
9. Reading cycle: Cycle in which meters are read individually, allowing billing according to consumption.
10. Active connections: Those that are receiving the services provided by the Municipalidad and that are subject to billing in accordance with the provisions of this Regulation.
11. Inactive connections: Those whose services have been suspended for lack of payment, request of the taxpayer, removal of the meter, or any other cause that results in the service not being provided.
12. Negative consumption: Previous consumption reading higher than the current reading.
13. Normal consumption: The customer's monthly consumption, free from distorting influences.
14. Average normal consumption: The average of the normal consumptions recorded over the last six months.
15. Consumption: Quantity of drinking water recorded by the water meter (medidor) in a period of time expressed in cubic meters per month.
16. Continuity of service: Implies that the drinking water service is maintained continuously, without interruption, 24 hours a day, except in cases of force majeure or for periods of system maintenance that affect the zone where the connection is located, in which case the interruption will be announced.
17. Reconnection costs (Costos de reconexión): Term used to describe the value or sum in legal tender cash, in Costa Rican colones, that the subscriber must pay when the service is suspended for any of the causes in point 11 of this article and the person requests its reconnection at the time of paying the amount owed, which corresponds to the sum of EIGHT THOUSAND FIVE HUNDRED COLONES.
18. Connection right (Derecho de conexión): Term used to describe the value or sum in legal tender cash, in Costa Rican colones, that the subscriber must pay in advance to the Municipalidad for connecting the drinking water service to their property and which corresponds to the sum of SEVENTY-FIVE THOUSAND COLONES.
19. Reconnection right (Derecho de reconexión): Term by which the drinking water service that was suspended is restored.
20. Property/Lot: Land or plot, with or without its respective building, duly registered in the Public Property Registry or materially individualized.
21. Public fountain: Place for supplying drinking water, which will be public and free, temporary and for special circumstances.
22. Internal leak (Fuga intradomiciliaria): Escape of water for any reason in the internal installations of the subscriber's property.
23. Damaging leak (Fuga con perjuicio): Escape of water for any reason in the installations located between the boundary of the private property, public street, and the meter.
24. Leak: Escape of water in the network.
25. Water meter: Meter used for the purpose of recording the water consumption used by the subscriber.
26. Installations: The system of pipes and accessories, both public networks and internal ones, and others of the aqueduct.
27. Internal installation: Internal drinking water system of the dwellings and others, which begins immediately after the water meter.
28. Interest: Monetary penalty for delay in payment of the water service according to the present regulation, the current laws, and related ones.
