The Humpback Whale Watching Season (Temporada de avistamiento de ballenas jorobadas) on the Pacific coast of Costa Rica is hereby declared of public interest, in two periods: from mid-July to November and from mid-December to April of each year, for which purpose the State may promote activities, under a framework of sustainable development (desarrollo sostenible), community tourism (turismo comunitario), and proper environmental management (manejo adecuado del medio ambiente), that strengthen the communities of the Pacific coast of Costa Rica in the celebration of the Humpback Whale Watching Season in Costa Rica. All of the foregoing, provided that visitation levels and tourism practices do not cause harm to whale populations. To this end, programs for good cetacean watching practices in the country shall be promoted.
