Goicoechea, at fourteen hours and ten minutes on veintiocho de enero de dos mil diez.- POSSESSORY INFORMATION PROCEEDING (INFORMACIÓN POSESORIA), brought by [Nombre1], of legal age, married, farmer, resident of Coto Brus, identity card number CED1- - , and [Nombre2], of legal age, married, homemaker, resident of Coto Brus, identity card number CED2- - . Participating in the proceeding are the PROCURADURÍA GENERAL DE LA REPÚBLICA, represented by Lydiana Rodríguez Paniagua, whose personal particulars are not stated in the record, in her capacity as deputy state attorney, and the INSTITUTO DE DESARROLLO AGRARIO, represented by Gerardo Vargas Rojas, of legal age, married, attorney, resident of Atenas, identity card number CED3- - , in his capacity as attorney-in-fact with full powers (apoderado generalísimo). Heard by the Juzgado Agrario de la Zona Sur. Attorney Marbiodal Saavedra Ramírez, of legal age, married, attorney, resident of Corredores, identity card number CED4- - , acts as special litigation counsel (apoderada especial judicial) for the petitioning party, and attorney Carmelina Vargas Hidalgo, whose personal particulars are not stated in the record, acts as supervising counsel (abogada directora) for the Instituto de Desarrollo Agrario.-

FINDINGS:

1. The petitioning party initiated these possessory information proceedings, valued at five million colones, seeking an order that the following described properties be recorded in the Registro Público de la Propiedad: “A) Mountain Land, Located in Bajo Araya, [Dirección1]: , : Golfito, in the province of Puntarenas, bounded on the north by: [Dirección2], with a linear measurement of quinientos uno punto tres centímetros; on the south by: [Nombre3]; on the east by: [Nombre4] and [Nombre5]; and on the west by: Agricultural Easement (Servidumbre Agrícola) measuring doscientos treinta y tres punto sesenta y nueve centímetros, [Nombre6], [Nombre7], and [Nombre8], all surnamed [Nombre8]. It measures cincuenta y cinco mil ochocientos cuarenta y dos metros con treinta y cinco decímetros cuadrados, according to cadastral plan P- nueve tres siete cero nueve ocho- dos mil cuatro. B) Mountain Land, Located in Bajo Araya, [Dirección3]: , [Dirección4]: Golfito, in the province of Puntarenas, bounded on the north by: [Nombre9]; on the south by: [Nombre10], [Dirección5], [Nombre8], [Nombre10]; on the east by: [Nombre11]; and on the west by: Río Claro, [Nombre4] Seca, [Nombre12], and [Nombre13].

The Procuraduría General de la República and the Instituto de Desarrollo Agrario were recognized as having entered appearances in the proceeding, under the terms set forth at folios 71 to 73 and 74, respectively.- 3. Attorney Juan Gutiérrez Villalobos, the trial judge, ruled as follows in the decision issued at fifteen hours and fifty minutes on veinte de abril de dos mil nueve: “POR TANTO: Pursuant to the foregoing and the cited legal provisions, these possessory information proceedings instituted by [Nombre1] and [Nombre2] ARE APPROVED. Accordingly, the Registro Público de la Propiedad shall record in the names of [Nombre1], of legal age, married once, farmer, resident of Agua Buena de Coto Brus, holder of identity card number CED5- - , and [Nombre2], of legal age, married once, homemaker, resident of Agua Buena de Coto Brus, holder of identity card number CED6- - , the properties described as follows: a) Mountain land located in [Dirección6], seventh canton of Golfito, province of Puntarenas, bounded on the north by: [Dirección7] street, with a linear measurement of quinientos uno punto tres centímetros; on the south by [Nombre14]; on the east by [Nombre4] and [Nombre5]; and on the west by an agricultural easement measuring doscientos treinta y tres punto sesenta y nueve centimetros, [Nombre6], [Nombre7], and [Nombre8].

The petitioners acquired those properties through a gift made to them by Mr. [Nombre10]. Their possession of the land has been undisturbed, open, peaceful, and uninterrupted, consisting of clearing and caring for the mountain land, planting trees, clearing paths and boundaries, and conserving wildlife and the environment.

No encumbrances (gravámenes) exist on those properties. The properties lack a registrable title of ownership (título inscribible de dominio), and the petitioners do not seek to evade the consequences of probate proceedings (juicio sucesorio). Property a) was valued at two million colones and property b) at three million colones. The notice summoning adjoining landowners and interested third parties was published in Boletín Judicial number 197 of 13 de octubre del año dos mil cinco. Pursuant to artículo 19 of the Ley de Informaciones Posesorias, the property shall remain subject to the rights of third parties having superior title and to the reservations established in artículos 72 y 73 of the Ley de Aguas; and, pursuant to artículo 16 of said Law, this property shall become definitively validated against third parties after three years, which shall begin to run on the day immediately following the recording of the corresponding title in the Registro Público.

The area adjacent to the springs (nacientes) constitutes a protection area (área de protección), and the cutting or removal of trees is prohibited pursuant to Ley Forestal número 7575 artículo 33 incisos a) y b). Once this decision becomes final, the corresponding certification shall be issued for the appropriate recording.-”, (folios 227 to 236).- 4. The Procuraduría General de la República filed an appeal, expressly stating the grounds on which it challenges the trial court’s position, under the terms set forth at folios 250 to 254.- 5. The statutory requirements were observed in the conduct of the proceeding, and there are no errors or omissions capable of rendering the judgment void.

Judge Alvarado Paniagua drafted the opinion; and,

CONSIDERING:

I.This Tribunal adopts the statement of facts found proven in the appealed judgment, as it faithfully reflects the contents of the record.-

II.Deputy State Attorney Lydiana Rodríguez Paniagua appeals the judgment issued at fifteen hours and fifty minutes on veinte de abril del dos mil nueve, arguing that the properties sought to be recorded are forestlands and forests within national reserves and are therefore part of the public domain (dominio público), and that they have constituted the State’s natural heritage (patrimonio natural del Estado) since Ley Forestal 4465 de 1969, artículo 33, as amended by Ley Forestal 7174 de 1990, and that their public-domain status (carácter demanial) is maintained by Lely 7575 in artículos 13 y 14.- She contends that the witness testimony does not establish the ten years of possession required to acquire ownership by adverse possession (usucapir), and further contends that there is a contradiction regarding the type of possession exercised, because the initial petition states that it was original possession (posesión originaria), whereas the witnesses describe it as derivative possession (posesión derivada).

She argues that the judgment finds it proven that the property is bounded on the [Dirección8] by a right-of-way easement (servidumbre de paso), although no document corroborates the creation of such easement, and that the Ley de Informaciones Posesorias is not an appropriate mechanism for creating one. Without prejudice to the foregoing, she requests that the judgment state that the area adjacent to the spring, streams, and Río Zapote constitutes a protection area pursuant to artículo 33 inciso b) of Ley Forestal Número 7575 and that the cutting or removal of trees is prohibited, which must be stated in the judgment for purposes of recording it in the Registro (artículo 34 ibídem). She further requests that it state that the channel and waters of that watercourse are part of the public domain (Ley de Aguas, artículos 1, inciso IV, y 3 inciso III); that the right-of-way (derecho de vía) of the public road bordering on the north the property corresponding to plan P-937098-2004 is 14.00 metros; and that the right-of-way of the public road bordering on the south the property corresponding to plan P-1045540-2006 is 14.00 metros (artículos 4 of Ley General de Caminos Públicos and 19 inciso a of Ley de Informaciones Posesorias).- (see folios 250 to 259).-

III.The grievances raised by the appellant are not shared for the following reasons: The soil study prepared by the National Institute for Agricultural Innovation and Technology Transfer (INTA) indicates that the properties described in cadastral plans numbers P-937098-2004 and P-939682-2004 consist of land with secondary forest and pasture, and states that [Name4] has a protection zone. Although it is true that the majority of this panel of the Court considers that the ten-year period of possession of forested land must be counted before it became subject to the public domain under the 1969 Forestry Law, that does not apply to this specific case, since it should be noted that the property consists of secondary forest, which implies that the land was regenerated by its possessor; moreover, the judicial inspection shows that this resource has been cared for. The National Forest Certification Commission of Costa Rica defines secondary forest as “... land with woody vegetation of a secondary successional nature that develops after the original vegetation has been removed by human activities or natural phenomena; with a minimum area of 0.5 ha and a density of no fewer than 500 trees per ha of all species, with a dbh of no less than 5 cm” (CNCF 1999, National Forest Certification Commission. 1999.

Standards and Procedures for Sustainable Forest Management and Forest Certification in Costa Rica. San José, Costa Rica. 54 p.). Based on this definition and the INTA technical study appearing at folios 92-95, the original forest was converted into pasture or its vegetation was removed, subsequently giving rise to a secondary forest which, as stated, has been cared for by its possessors. Declaring that type of secondary forest to be public-domain property would discourage this type of forest-regeneration activity, since possessors would prefer to keep their lands as pasture in order to retain them as part of their estate and avoid the risk that they might be declared state-owned. Silvicultural activities and the regeneration of secondary forests are necessary activities for capturing carbon from the atmosphere and, therefore, environmental measures against global warming; they are beneficial to the environment, and it would thus be inconsistent to punish possessors who engage in this type of forest-regeneration activity by denying them the opportunity to obtain title to their property.

In addition, according to a study by the Costa Rican Institute of Aqueducts and Sewers (AyA), the land for which title is sought is not an aquifer-recharge property useful for supplying water to any population; in this regard, see the study appearing at folios 140 to 142. Nor is it located within any protection zone; on the contrary, it is situated outside protected wildlife areas, according to the document at folio 226. Based on the foregoing, the witness statements referring to possession for thirty to thirty-five years establish a period sufficient for adverse possession, since the requirement of exercising possession publicly, peacefully, continuously, and in good faith for ten years has been met. It is unnecessary to address ten-year possession predating the Forestry Law, because the land was converted into secondary forest, an activity carried out by the possessors that it would be contradictory to punish by refusing to recognize it as valid for purposes of adverse possession.- Turning to another matter, namely the grievance concerning whether possession was original or derivative, it is clarified at folio 225, in the form of a sworn statement, that the property was acquired derivatively, as the witnesses have stated.

Finally, regarding the assertion that the property borders a right-of-way easement, the fact that such an easement is mentioned as a boundary does not imply that an easement is thereby being created. As Articles 376 and 379 of the Civil Code properly establish, this type of easement may be created only by agreement of the parties or by will, neither of which occurs in this case, where the easement is mentioned as a boundary and not as a right-of-way easement necessitated by the property being landlocked—which is not the case here—in which circumstance it would indeed be necessary to prove through suitable evidence that the easement providing access had been legally established.-

IV.In view of the foregoing, the appealed judgment must be affirmed, and the following shall be added to its operative provisions: The area adjacent to the spring, streams, and [Address9] constitutes a protection area pursuant to Article 33(b) of Forestry Law Number 7575, and the cutting or removal of trees is prohibited, for purposes of registration in the Registry (Article 34 ibidem). The channel and waters of that watercourse are in the public domain (Water Law, Articles 1(IV) and 3(III)). The right-of-way of the public road bordering to the north the property corresponding to plan P-937098-2004 is 14.00 meters, and the right-of-way of the public road bordering to the south the property corresponding to plan P-1045540-2006 is 14.00 meters (Article 4 of the General Law of Public Roads and Article 19(a) of the Possessory Information Law).

THEREFORE:

The judgment is affirmed. The following is added to the appealed judgment: The area adjacent to the spring, streams, and the Zapote River constitutes a protection area pursuant to Article thirty-three, subsection b), of Forestry Law Number seven thousand five hundred seventy-five, and the cutting or removal of trees is prohibited, for purposes of registration in the Registry. The channel and waters of that watercourse are in the public domain. La parte promovente planteó las presentes diligencias de información posesoria, estimadas en la suma de cinco millones de colones, a fin de que se ordene inscribir en el Registro Público de la Propiedad, los inmuebles que se describen así: " A) Terreno de Montaña, Situado en Bajo Araya, [Dirección1] : , : Golfito, de la provincia de Puntarenas, colinda al norte con: [Dirección2] , con una medida lineal de quinientos uno punto tres centímetros, al sur: [Nombre3] , al este: [Nombre4] y [Nombre5] , al oeste: Servidumbre Agrícola con doscientos treinta y tres punto sesenta y nueve centímetros, [Nombre6], [Nombre7] y [Nombre8] todas de apellidos [Nombre8] . Mide cincuenta y cinco mil ochocientos cuarenta y dos metros con treinta y cinco decímetros cuadrados, según el plano catastrado P- nueve tres siete cero nueve ocho- dos mil cuatro. B) Terreno de Montaña, Situado en Bajo Araya, [Dirección3] : , [Dirección4] : Golfito, de la provincia de Puntarenas, colinda al norte con: [Nombre9] , al sur: [Nombre10] , [Dirección5] , [Nombre8] , [Nombre10] , al este: [Nombre11] , y al oeste: Río Claro, [Nombre4] Seca, [Nombre12] y [Nombre13] .

Mide 1753818.37 metros cuadrados, según el plano catastrado P- nueve tres nueve seis ocho dos- dos mil cuatro."-, (folios 9 a 10 y 20).- 2. Se tuvieron como apersonados al proceso la Procuraduría General de la República y el Instituto de Desarrollo Agrario, a los términos que corren a folios 71 a 73 y 74, respectivamente.- 3. El licenciado Juan Gutiérrez Villalobos, juez de primera instancia, en resolución de las quince horas cincuenta minutos del veinte de abril de dos mil nueve, resolvió: "POR TANTO: De conformidad con lo expuesto, normas legales citadas; SE APRUEBAN las presentes diligencias de Información Posesoria establecidas por [Nombre1] y [Nombre2] . En consecuencia, proceda el Registro Público de la Propiedad a inscribir a nombre de [Nombre1] mayor de edad, casado una vez, agricultor, vecino de Agua Buena de Coto Brus, portador de la cédula de identidad número CED5- - y [Nombre2] mayor de edad, casada una vez, de oficios del hogar, vecina de Agua Buena de Coto Brus, portadora de la cédula de identidad número CED6- - , las fincas que se describen así: a) Terreno de montaña, situado en [Dirección6] , cantón sétimo Golfito de la provincia de Puntarenas, con linderos al norte: calle [Dirección7] con una medida lineal de quinientos uno punto tres centímetros, al sur con [Nombre14] , al este con [Nombre4] y [Nombre5] y al oeste servidumbre agrícola con doscientos treinta y tres punto sesenta y nueve centimetros, [Nombre6], [Nombre7] y [Nombre8] .

Mide cincuenta y cinco mil ochocientos cuarenta y dos metros con treinta y cinco decímetros cuadrados según plano P-nueve tres siete cero nueve ocho-dos mil cuatro. b) Terreno de montaña situado en [Dirección6] , cantón sétimo Golfito de la provincia de Puntarenas, con linderos al norte: [Nombre9] , al sur con [Nombre10] , [Dirección5] , [Nombre8] , al este con [Nombre11] y al oeste Río Claro, [Nombre4] Seca, [Nombre12] y [Nombre13] . Mide un millón setecientos cincuenta y tres mil ochocientos dieciocho metros treinta y siete decímetros cuadrados según plano P-uno cero cuatro cinco cinco cuatro cero-dos mil seis. Que dichos inmuebles los adquirió mediante donación que le hiciera el señor [Nombre10] . Que su posesión sobre los terrenos ha sido en forma quieta, pública, pacífica y sin interrupción, consistiendo esa posesión en la limpieza y cuido de la montaña, sembrar árboles, limpieza de carriles y linderos, conservación de los animales y del ambiente.

Sobre dichos inmuebles no existen gravámenes. Que carecen de título inscribible de dominio y no pretenden evadir las consecuencias de un juicio sucesorio. Los bienes fueron estimados el denominado a) en la suma de dos millones de colones y el denominado b) en tres millones de colones. Que el edicto citando a colindantes y terceros interesados se publicó en el Boletín Judicial número 197 del 13 de octubre del año dos mil cinco. De conformidad con el artículo 19 de la Ley de Informaciones Posesorias, queda la propiedad afecta sin perjuicio de terceros de mejor derecho y con las reservas que señalan la Ley de Aguas en sus artículos 72 y 73 y, de conformidad con el artículo 16 de la referida Ley, esta propiedad queda definitivamente convalidada para terceros a los tres años, los cuales comenzarán a contar a partir del día inmediato a la inscripción del título correspondiente en el Registro Público.

El área contigua a las nacientes constituye área de protección y queda prohibida la corta o eliminación de árboles de conformidad con la ley Forestal número 7575 artículo 33 incisos a) y b). Firme la presente resolución extiéndase la certificación correspondiente para la inscripción respectiva.-”, (folios 227 a 236).- 4. La Procuraduría General de la República interpuso recurso de apelación con indicación expresa de las razones por las cuales refuta la tesis del juzgado de instancia, a los términos que corren a folios 250 a 254.- 5. En la substantación del proceso se han observado las prescripciones legales, y no se observa la existencia de errores u omisiones capaces de producir la nulidad del fallo.

Redacta la jueza Alvarado Paniagua; y,

CONSIDERANDO:

I.Este Tribunal prohija la relación de hechos tenidos por probados en el fallo recurrido al ser fiel reflejo de lo constante en autos.-

II.La Procuradora adjunta Licenciada Lydiana Rodríguez Paniagua, apela la sentencia de las quince horas cincuenta minutos del veinte de abril del dos mil nueve, argumentando los inmuebles que se pretenden inscribir son terrenos forestales y bosques de las reservas nacionales por lo que están afectos a dominio público, y son patrimonio natural del Estado desde la Ley Forestal 4465 de 1969, artículo 33 reformada por la Ley Forestal 7174 de 1990, y el carácter demanial se mantiene en la Lely 7575 en los artículos 13 y 14.- Considera las declaraciones de los testigos no demuestran la posesión decenal apta para usucapir , además consiera hay contradicción en el tipo de posesión ejercida pues en el escrito inicial dicen lo es originaria, cuando los testigos refieren lo es derivada. Considera la sentencia tiene por acreditado que el inmueble colinda por el [Dirección8] con una servidumbre de paso, cuando no hay documento que corrobore tal constitución de servidumbre, y la ley de informaciones posesorias no es un mecanismo adecuado para constituirla.

Sin perjuicio de lo anterior, solicita la sentencia debe indicar que el área contigua a la naciente, quebradas y al Río Zapote constituye área de protección según el artículo 33 inciso b) de la Ley Forestal Número 7575 y que queda prohibida la corta o eliminación de árboles, debiéndose consignar en sentencia para efectos de inscripción en el Registro (artículo 34 ibídem). Además que el cauce y las aguas de esa corriente son de dominio público (Ley de Aguas, artículos 1, inciso IV, y 3 inciso III). Que el derecho de vía de la calle pública que colinda por el rumbo norte con el inmueble correspondiente al plano P-937098-2004 es de 14.00 metros y que el derecho de vía de la calle pública que colinda por el rumbo sur con el inmueble correspondiente al plano P-1045540-2006 es de 14.00 metros (artículos 4 de la Ley General de Caminos Públicos y 19 inciso a de la Ley de Informaciones Posesorias).- (ver folios 250 a 259).-

III.No se comparten los agravios expuestos por la apelante por las siguientes razones: Del estudio de suelos elaborado por el Instituto Nacional de Innovación y Transferencia de Tecnología Agropecuaria (INTA), se desprende que los inmuebles descritos en los planos catastrados números P-937098-2004 y P-939682-2004 son terrenos con bosque secundario y potrero, y se indica la [Nombre4] posee una zona de protección. Si bien es cierto, por mayoría de esta integración de Tribunal se considera el conteo el plazo decenal de posesión de terrenos boscosos lo es antes de la afectación de dominio público según Ley Forestal de 1969, ello no es de aplicación a este caso concreto, pues nótese se trata de un inmueble compuesto de bosque secundario, lo que implica ese terreno fue regenerado por parte de su poseedor además del reconocimiento judicial se desprende se ha cuidado ese recurso. La Comisión Nacional de Certificación Forestal de Costa Rica define el bosque secundario como “... aquella tierra con vegetación leñosa de carácter sucesional secundaria que se desarrolla una vez que la vegetación original fue eliminada por actividades humanas o fenómenos naturales; con una superficie mínima de 0,5 ha y una densidad no menor a 500 árboles por ha de todas las especies, con dap no menor a 5 cm” (CNCF 1999, Comisión Nacional de Certificación Forestal. 1999.

Estándares y procedimientos para el manejo sostenible y la certificación forestal en Costa Rica. San José,. Costa Rica. 54 p.) Partiendo de esta definición y del estudio técnico del INTA visible a folios 92-95, el bosque original fue convertido en potreros o su vegetación fue eliminada, para luego dar lugar a un bosque secundario el cual como se dijo ha sido cuidado por sus poseedores, declarar ese tipo de bosque secundario como bien demanial sería no incentivar ese tipo de actividad regeneradora de bosques, pues los poseedores preferirían mantener sus terrenos de naturaleza de potreros para tenerlos bajo su patrimonio y no correr el riesgo le sean declarados estatales. La actividad silvícola y la regeneradora de bosques secundarios son actividades necesarias para la captación de carbono en la atmósfera y por ende medidas ambientales contra el calentamiento global, actividades beneficiosas para el medio ambiente por lo que sería incoherente castigar a los poseedores que tienen ese tipo de actividad regeneradora de bosques denegándoles la obtención de su título de propiedad.

Aunado a lo anterior, según estudio del Instituto de Acueductos y Alcantarillados (AyA), el terreno a titular no es un inmueble de recarga acuífera que sea de utilidad para abastecer de agua a alguna población, en este sentido ver el estudio visible a folios 140 a 142, y tampoco el mismo está dentro de alguna zona protectora, por el contrario está ubicado fuera de áreas silvestres protegidas según documento de folio 226. Con base en lo anterior, las declaraciones testimoniales en las que se hace referencia a una posesión de treinta a treinta y cinco años, es tiempo apto para usucapir, pues de cumple con el requisito del ejercicio de una posesión decenal en forma pública, pacífica, continua, y de buena fe, sin que sea necesario referirnos a la posesión decenal anterior a la Ley Forestal, pues el terreno fue convertido a bosque secundario, actividad ejercida por los poseedores que sería un contrasentido castigar no teniendo esa actividad como válida para usucapir.- En otro orden de ideas, referido al agravio en cuanto a si la posesión es originaria o derivada, a folio 225 con el carácter de declaración jurada, se aclara que la adquisión del inmueble ha sido en forma derivada tal y como lo han referido los testigos.

Finalmente, con relación a la indicación que el inmueble colinda con una servidumbre de paso, el hecho que se haga tal referencia como una colindancia ello no implica se está constituyendo una servidumbre de esa forma, pues como bien lo señalan los artículos 376 y 379 del Código Civil, este tipo de servidumbe solo se pueden constituir por convenio de parte o testamento, lo cual no ocurre en este caso, donde se hace referencia a la servidumbre como colindancia, no como servidumbre de paso por motivo de que el inmueble sea fundo enclavado -lo que no es este caso- , en cuyo supuesto sí sería necesario demostrar con prueba idónea que la servidumbre que le da salida ha sido legalmente constituída.-

IV.Por lo expuesto deberá confirmarse el fallo recurrido, y agregárse a la parte dispositiva lo siguiente: El área contigua a la naciente, quebradas y al [Dirección9] constituye área de protección según el artículo 33 inciso b) de la Ley Forestal Número 7575 y que queda prohibida la corta o eliminación de árboles, para efectos de inscripción en el Registro (artículo 34 ibídem). El cauce y las aguas de esa corriente son de dominio público (Ley de Aguas, artículos 1, inciso IV, y 3 inciso III). El derecho de vía de la calle pública que colinda por el rumbo norte con el inmueble correspondiente al plano P-937098-2004 es de 14.00 metros y que el derecho de vía de la calle pública que colinda por el rumbo sur con el inmueble correspondiente al plano P-1045540-2006 es de 14.00 metros (artículos 4 de la Ley General de Caminos Públicos y 19 inciso a de la Ley de Informaciones Posesorias).

POR TANTO:

Se confirma la sentencia. Se adiciona al fallo recurrido lo siguiente: El área contigua a la naciente, quebradas y al Río Zapote constituye área de protección según el artículo treinta y tres inciso b) de la Ley Forestal Número siete mil quinientos setenta y cinco y que queda prohibida la corta o eliminación de árboles, para efectos de inscripción en el Registro. El cauce y las aguas de esa corriente son de dominio público. El derecho de vía de la calle pública que colinda por el rumbo norte con el inmueble correspondiente al plano P-novecientos treinta y siete mil noventa y ocho-dos mil cuatro es de catorce metros y que el derecho de vía de la calle pública que colinda por el rumbo sur con el inmueble correspondiente al plano P-un millón cuarenta y cinco mil quinientos cuarenta-dos mil seis es de catorce metros según artículo cuatro de la Ley General de Caminos Públicos.- ALEXANDRA ALVARADO PANIAGUA ANTONIO DARCIA CARRANZA CARLOS PICADO VARGAS PROCESO: INFORMACIÓN POSESORIA PROMUEVE: [Nombre1] Y OTRO C+P+N
