IT IS ALLEGED THAT THE MINISTRY OF ENVIRONMENT AND ENERGY FAILED TO APPOINT THE NEW MEMBERS OF THE SCIENTIFIC COUNCIL ON CLIMATE CHANGE (4C), DESPITE THE EXPIRATION OF ITS MEMBERS’ APPOINTMENTS. THE APPOINTMENT OF SUITABLE PERSONS TO THIS ADVISORY BODY IS CONSIDERED FUNDAMENTAL TO THE PERFORMANCE OF ITS SCIENTIFIC ADVISORY FUNCTIONS AND TO THE INSTITUTIONAL RESPONSE TO CLIMATE CHANGE. THE PROLONGED OMISSION BY MINAE THEREFORE UNDERMINES THE PROTECTION OF THE RIGHT TO A HEALTHY ENVIRONMENT. THE AMPARO APPLICATION IS GRANTED.
