COSTA RICA'S ACCESSION TO THE CONVENTION ON THE PROTECTION AND USE OF TRANSBOUNDARY WATERCOURSES AND INTERNATIONAL LAKES Judgment: 019047-26 of May 27, 2026 Type of Matter: Mandatory Legislative Constitutional Referral (consulta legislativa preceptiva) Measure Under Review (norma impugnada): Approval of Costa Rica's Accession to the Convention on the Protection and Use of Transboundary Watercourses and International Lakes. Legislative File N.° 25.024 Operative Part (parte dispositiva): This mandatory legislative constitutional referral is resolved in the sense that, in connection with the processing of the bill to approve accession to the so-called "Convention on the Protection and Use of Transboundary Watercourses and International Lakes," legislative file number 25.024, there exists no constitutional defect of form or substance (vicio constitucional de forma ni de fondo).
