The right to health, to a healthy environment, and the principle of expedition (celeridad) in health-authority proceedings (sede sanitaria). Articles 21 and 50 of the Political Constitution impose on the Ministry of Health the non-waivable obligation to act in a timely, efficient, and preventive manner in response to complaints involving environmental contamination or risks to public health in private residences. For its part, the Ley General de la Administración Pública requires authorities to conduct proceedings with the greatest expedition.
