ARTICLE LII Document No. 6078-2026 / 7171-2026 At session No. 51-2026, held on 16 June 2026, Article XVII, the operative part literally provided:

“(…)

It was resolved: 1.) To authorize José Roberto Garita Navarro, a judge of the Administrative Litigation and Civil Treasury Court, to participate with salary and without a substitute in the “Regional Seminar for Judges and Justice Operators of Latin America and the Caribbean: Justice, Biodiversity and Global Change: Building on the Legacy of the Congress of Panama,” to be held in Panama City, Republic of Panama, on 23 and 24 June 2026; this being on the understanding that the necessary measures must be adopted to ensure continuity and the proper provision of the public service, without affecting service to users. 2.) To take note that travel, lodging, and meal expenses will be covered by the organizing entity.

To bring this resolution to the attention of the relevant supervisor and the Human Resources Management Directorate, as appropriate. “I hereby submit a report on my participation in the activity entitled the “Regional Seminar for Judges and Justice Operators of Latin America and the Caribbean: ‘Justice, Biodiversity and Global Change: Building on the Legacy of the Congress of Panama,’” which was held in Panama City, Panama, on 23 and 24 June of this year.

As necessary background, my participation in that event was authorized by your authority through the resolution adopted at session No. 51-2026, held on 16 June 2026, Article XVII, which was communicated to me by email on 18 June 2026. The authorization was granted with salary and without a substitute, in my capacity as an administrative-litigation judge and manager of the administrative-litigation jurisdiction.

That resolution noted that travel, lodging, and meal expenses would be covered by the organizing entity (paragraph 2 of that resolution).

Attendance at the activity took place on the dates indicated, with the clarification that the trip to Panama, according to the outbound and return flight itineraries supplied by the organizers, took place on 22 and 25 June, respectively, on Copa Airlines flights 193 and 92.

ARTÍCULO LII Documento N° 6078-2026 / 7171-2026 En sesión N° 51-2026 celebrada el 16 de junio de 2026 artículo XVII, en su parte dispositiva literalmente se acordó:

Se dispuso: 1.) Autorizar al servidor José Roberto Garita Navarro, juez del Tribunal Contencioso Administrativo y Civil de Hacienda, para que participe con goce de salario y sin sustitución en el “Seminario Regional para Jueces y Operadores de Justicia de América Latina y el Caribe: Justicia, Biodiversidad y Cambio Global: Construyendo sobre el legado del Congreso Anfictiónico”, que se realizará en la ciudad de Panamá, República de Panamá, los días 23 y 24 de junio de 2026; lo anterior, en el entendido de que se deberán adoptar las medidas necesarias para garantizar la continuidad y la adecuada prestación del servicio público, sin afectar la atención de las personas usuarias. 2.) Tomar nota de que los gastos de traslado, hospedaje y alimentación serán cubiertos por la entidad organizadora.

Hacer este acuerdo de conocimiento de la jefatura correspondiente y de la Dirección de Gestión Humana para lo que corresponda. Se declara acuerdo firme.” - 0 – El licenciado José Roberto Garita Navarro, juez del Tribunal Contencioso Administrativo y Civil de Hacienda, en nota del 30 de junio de 2026, solicitó lo siguiente:

“Por el presente medio se remite informe de participación en la actividad denominada “"Seminario Regional para Jueces y Operadores de Justicia de América Latina y el Caribe: “Justicia, Biodiversidad y Cambio Global: Construyendo sobre el legado del Congreso Anfictiónico”, el cual se realizó en ciudad de Panamá, Panamá, en fechas 23 y 24 de junio del año en curso.

Cabe indicar, a modo de antecedente necesario, que mi participación en ese evento fue autorizada por su autoridad mediante el acuerdo adoptado en sesión N° 51-2026 celebrada el 16 de junio del 2026, artículo XVII, comunicado al suscrito mediante correo del 18 de junio del 2026, habilitación concedida con goce de sueldo y sin sustitución en mi condición de juez contencioso administrativo y gestor de la jurisdicción contencioso administrativo.

En dicho acuerdo se tomó nota de que los gastos de traslado, hospedaje y alimentación serían cubiertos por la entidad organizadora (inciso 2 del citado acuerdo).

Traslado y regreso.

La asistencia a dicha actividad se concretó en las fechas señaladas, con la precisión que el viaje a Panamá, según los itinerarios de vuelos de ida y regreso suministrados por la organización fueron en fechas 22 y 25 de junio, respectivamente, mediante vuelo en Copa Airlines (vuelos 193 y 92) Agenda del evento.
